Cities in India are sitting on a developing situation facing unprecedented challenges in the coming decades. Cities will be able to face these challenges successfully if their organizational architecture is radically changed. Such a framework requires local autonomy, fixed functional and financial domains for ULBs, proactive decision-making, effective leadership and the tools of quick service delivery.
